The problem is that if the city can’t even budget enough to feed these dogs, they’re certainly not going to be able to budget enforcing the breeding/ownership laws.
It would be nice to see them try to enforce these laws, since they’re absolutely, without a doubt, unconstitutional. I doubt the case could even make it to the Supreme Court.
